I-405 Sepulveda Pass Widening Project - NOTICE of NIGHT WORK ACTIVITY

ATTENTION COMMUTERS, RESIDENTS, AND BUSINESSES IN THE VICINITY OF THE SAN DIEGO FREEWAY (I-405) BETWEEN WILSHIRE BLVD. AND MORAGA DR.

As part of the pre-construction activities for the I-405 Sepulveda Pass Widening Project, the Contractor will temporarily delineate traffic lanes on the San Diego Freeway (I-405).
This night time activity requires full freeway lane and ramp closures.

What:
Full Freeway Lane and Ramp Closures to delineate temporary traffic lanes on the northbound I-405 between Wilshire Blvd. and Moraga Dr.

When:
Night-time work for freeway lane and ramp closures will begin the night of Friday, January 29, 2010 and morning of Saturday, January 30, 2010.

Ramp closures may start as early as 8:00pm, followed by freeway lane closures at 9:00pm, and full freeway closures from 1:00am to 6:00am. The freeway will begin to re-open to thru traffic at 6:00am.

Night of Monday, February 1, 2010 thru the morning of Wednesday, February 3, 2010.
Ramp closures may start as early as 8:00pm, followed by freeway lane closures at 9:00pm, and full freeway closures from 12:00am to 5:00am. The freeway will begin to re-open to thru traffic at 5:00am.

I-405 Sepulveda Pass Widening Project - Link Reminder


The I-405 Sepulveda Pass Widening Project has officially begun, and I have already received reports from residents surprised by the scale of disruption these preliminary construction steps have caused.

Notice of Construction - I-405 Sepulveda Pass Widening Project

ATTENTION COMMUTERS, RESIDENTS, AND BUSINESSES IN THE VICINITY OF THE SAN DIEGO FREEWAY (I-405) BETWEEN THE SANTA MONICA FREEWAY (I-10) AND THE VENTURA FREEWAY (US 101)

The I-405 Sepulveda Pass Widening Project will add a 10-mile northbound carpool lane on the San Diego Freeway (I-405) from the Santa Monica Freeway (I-10) to the Ventura Freeway (US 101), and will realign selected ramps, improve bridge structures, and erect sound walls. Anticipated project completion is Spring 2013.

In preparation for construction, the contractor will temporarily delineate traffic lanes.

What: Full Freeway Closure to delineate temporary traffic lanes.

When: Night-time work for full freeway closures on the northbound I-405 and selected locations for southbound I-405 is anticipated to resume the night of Monday, January 25, 2010 for approximately four weeks, weather permitting. Ramp closures may start as early as 7:00pm, followed by freeway lane closures at 7:00pm and full freeway closures at 12:00am to 5:00am for the delineation of traffic lanes.

Where: San Diego Freeway (I-405) between the Santa Monica Freeway (I-10) and the Ventura Freeway (US 101). While these are full freeway closures, the work activities will be segmented. Segments are scheduled as follows:

Burglary Theft from Motor vehicles (BTFMV) continue to occur throughout the Basic Car Area. Any items left in plain view, regardless of its value, will be targeted. This crime is preventable simply by removing ALL property from your car, regardless of value. Additionally there is an increasing number of Grand and Petty Thefts occurring. Securing personal items and being aware of your surroundings can prevent the loss of a purse, wallet and small electronics.

"MOVE-OVER" LAW - EXPANDED BEYOND EMERGENCY VEHICLES



First...Thank you to Bel-Air Association Director Ron Hudson for bringing this to our attention.


Unfortunately, a young man received a very expensive ticket and several points on his license so that all of us could be updated on an important traffic law. More importantly, this is certainly a law/precaution everyone should follow as many workers/emergency personnel/stranded motorists have lost their lives while being parked on the side of the road.






Senate Bill (SB) 240 states:


"Existing law requires a person driving a vehicle on a freeway
approaching a stationary authorized emergency vehicle that is displaying
emergency lights or a stationary tow truck that is displaying flashing
amber warning lights, to approach with due caution, and before passing
in the lane immediately adjacent to the stationary vehicle, absent other
direction by a peace officer, to move into an available lane that is not
immediately adjacent to the stationary vehicle or if that lane change
would be unsafe or impracticable, to slow to a reasonable and prudent
speed. A violation of those requirements is an infraction."


SB 240 goes on to detail that the law has been expanded to include stationary DOT vehicles displaying flashing amber warning lights:


"This bill would also apply those requirements to a person driving a
vehicle on a freeway that approaches a stationary marked Department
of Transportation vehicle displaying flashing amber warning lights. By
expanding the scope of an existing crime, this bill would impose a
state-mandated local program."

**PLEASE USE EXTREME CAUTION WHEN PASSING ANY VEHICLE ON THE SIDE OF AN INTERSTATE OR ROAD! THOSE STRANDED, ASSISTING OTHERS, PROVIDING EMERGENCY SERVICES OR ENFORCING TRAFFIC LAWS HAVE THEIR LIVES AT STAKE! LET'S ALL TAKE THAT INTO CONSIDERATION WHILE MOVING ABOUT OUR ROADWAYS!**

GROUNDBREAKING -- Moraga Project Officially Underway

Moraga Project: The Beautification of the Moraga Traffic Island officially broke ground last Thursday, January 14th.


Please see below a great picture of Bel-Air Association Director Ron Hudson helping the landscaping team break ground.




The goal of the overhaul is to have the island and Sepulveda-area repaired, restored, and landscaped. As you well know, the Moraga Island was in serious need of landscaping. In addition, just around the corner from the island on the east side of Sepulveda, blighted trees were recently removed only to reveal an unsightly backdrop.


With unbelievable contributions and support from the Moraga-area residents, neighborhood resident Fred Sands, the Bel-Air Garden Club, Keep Bel-Air Beautiful Chair Cynthia Arnold and the Keep Bel-Air Beautiful Fund, the Bel-Air Association fund raised enough monies in November and December to implement an exciting turn-around and beautification of the island.


A beautiful and low-maintenance landscaping model is being installed on the island. Additionally, drought resistant trees have been identified that will camouflage the questioned Sepulveda area.


Again, thank you to all the residents, organizations and other supporters who made "Moraga Project" a quick reality. This kind of support and collaboration is what keeps Bel-Air as one of the most prominent communities in the world!

Let the Delays Begin! I-405 Closure Postponed due to Rain

Please note that the full freeway closure scheduled for tonight (January 13) has been cancelled due to forecasted rain and wet surface.

Tomorrow, January 14, 2010, the contractor will begin work from the I-10 Freeway to Santa Monica Blvd. Ramp closures may start as early as 7:00pm, followed by freeway lane closures at 9:00pm and a full freeway closure from 12:00am to 5:00am (weather permitting).

Basic Car Area 8A29 had a -26% decrease in Violent Crime (serious crime) and a -10% decrease in total Part 1 crime (serious and property crime combined) in 2009. That's 109 less victims and crimes from the year prior. Burglary Theft from Motor vehicles (BTFMV) continue to account for most of the crime in the Basic Car Area. Any itemsleft in plain view, regardless of its value, will be targeted. The cost of repairing a smashed window ranges from $500 to over $1000 depending on the type of vehicle you drive. This crime is preventable simply by removing ALL property from your car, regardless of value.

I-405 / Sepulveda Adjacent Homes ALERT

LA Metro has sent letters to numerous property owners close to Sepulveda that they may be contacted by Morgner Construction Management to conduct a "pre-construction survey" to document conditions adjacent to the construction area.

This is supposed to establish baseline conditions prior to start of construction.

The Bel~Air Association believes that each property owner may want to consult with their attorneys before they allow access to their property for such a survey and walk through their property.

At long last, construction will kick off this month on a $1 billion, 10-mile-long carpool lane designed to ease the congestion on the northbound San Diego Freeway through the Sepulveda Pass.

But first will come three long years of lane closures, detours, bottlenecks and other headaches for homebound commuters. This may be the perfect time for Angelenos to put the relaxation techniques gleaned from yoga classes and therapy to the ultimate test.

"Make an attitude adjustment," said David Rizzo, a Fullerton-based transportation expert and author of several commuting books.

"If it used to take you 15 minutes to get over the Sepulveda Pass, just automatically tell yourself that it will take twice as long. It's the new reality."

Construction officially begins Jan. 12 for the northbound carpool lane on Interstate 405 between the Santa Monica (10) and Ventura (101) freeways.

Massive in scope, the project includes replacing freeway bridges at Skirball Center, Sunset Boulevard and Mulholland Drive.

It will also realign 27 on- and off-ramps, widen 13 underpasses, construct about 18 miles of sound walls and standardize most northbound freeway lanes to 12-feet wide.

    Street Lighting Upgrade Project

    Many residents have expressed interest and concern regarding the construction/electrical trucks seen working throughout the neighborhood. We are working diligently to gather specific details (that will be posted to the blog as soon as they become available), but as general information, please see the following:

    - Moore Electric (trucks marked by company logo) has been contracted by the City of Los Angeles to conduct a Street Lighting Upgrade Project

    - At this time, they are conducting a "utility locating" phase in order to prevent any project work from disrupting community/city utility services

    - Major objectives include:

    + energy conservation through significantly lowering overall voltage

    + moving the street light system from a "series" format to individually operating lights to prevent "series outages"

    + improve neighborhood safety through an upgraded lighting system


    As mentioned above, additional information will be posted to the Bel-Air Association Blog as it becomes available.

    FULL FREEWAY CLOSURES TO BEGIN NEXT WEEK ON I-405

    WEST LOS ANGELES – The California Department of Transportation (Caltrans) will close all lanes of the northbound San Diego Freeway (I-405) from National Boulevard to Wilshire Boulevard nightly beginning Monday, January 11 through Friday, January 15 between midnight and 5 a.m.

    The closures are necessary to enable striping work as part of the High Occupancy Vehicle (HOV, or carpool) lane construction on northbound I-405 between the Santa Monica Freeway (I-10) and the Ventura Freeway (U.S. 101).

    Intermittent closures will take place for the following eight weeks to accommodate striping and placement of temporary concrete barriers (K-rail).

    When this project, also known as the Sepulveda Pass widening, is completed in 2013, motorists will be able to use the carpool lane in both directions of I-405 from the San Fernando Valley to Orange County. HOV lanes have been shown to save users one minute per mile during peak commute times.

    "No pill or nutritional supplement has the power of near-daily moderate activity in lowering the number of sick days people take," says David Nieman, director of Appalachian State University's Human Performance Lab in Kannapolis, N.C. Dr. Nieman has conducted several randomized controlled studies showing that people who walked briskly for 45 minutes, five days a week over 12 to 15 weeks had fewer and less severe upper respiratory tract infections, such as colds and flu. These subjects reduced their number of sick days 25% to 50% compared with sedentary control subjects, he says.

    Notice of Construction - (K-RAIL) I-405 Sepulveda Pass Widening Project

    ATTENTION COMMUTERS, RESIDENTS, AND BUSINESSES IN THE VICINITY OF THE SAN DIEGO FREEWAY (I-405) BETWEEN THE SANTA MONICA FREEWAY (I-10) AND THE VENTURA FREEWAY (US 101)

    The I-405 Sepulveda Pass Widening Project will add a 10-mile northbound carpool lane on the San Diego Freeway (I-405) from the Santa Monica Freeway (I-10) to the Ventura Freeway (US 101), and will realign select ramps, improve bridge structures, and erect sound walls. Anticipated project completion is Spring 2013.

    To do this work, the Contractor will isolate the work zone from the freeway traffic by placing concrete barriers (k-rail) on the shoulder of the I-405 freeway for the 10-miles stretch.

    What: Full segmented Freeway Closure to delineate temporary traffic lanes for the placement of concrete barriers (k-rail).

    When: The delineation of traffic lanes for northbound I-405 and selected locations for southbound I-405 is anticipated to start the night of Tuesday, January 12, 2010 for approximately four weeks, weather permitting. The anticipated work hours are from 7:00pm to 6:00am. Following the delineation, k-rail placement for northbound I-405 is anticipated to start on Monday, February 8, 2010 for approximately four weeks between the hours of 7:00pm and 6:00am.

    Where: San Diego Freeway (I-405) between the Santa Monica Freeway (I-10) and the Ventura Freeway (US 101)

    What to expect:

    Delineation of traffic lanes

    · Ramp closures may start as early as 7:00pm, followed by freeway lane closures at 9:00pm and full freeway closures from 12:00am to 5:00am during the delineation of traffic lanes.

    · The closures will be done by segment. Details on segment locations and dates will be available at www.metro.net/I-405 prior to the closures beginning.

    · Following the completion of this activity, there will be the same number of thru traffic lanes as there are currently.

    K-rail placement

    · K-rail will be placed on the shoulder of the freeway to isolate the work zone following the delineation of traffic lanes.

    · During the k-rail placement, temporary lane closures and ramp closures will be implemented. Details will be available at www.metro.net/I-405.

    Lost Parrot in Bel~Air - Please Contact if Seen


    One of our resident's parrot named Rosie (see picture above), flew away last night at about 6pm.

    Rosie was last seen flying north over Bellagio just north of the Bel-Air Country Club parking lot toward Chalon.

    The owner spent most of the night trying to find Rosie, but without success.

    Basically, the only word she says is "hello" (usually in response to "Rosie" or "hello"). But, she may squawk loudly if she gets unhappy (which may happen today sometime when she gets hungry, etc.).

    The owner has informed us that the best way to catch her is with a blanket or jacket so she does not bite or fly away.
