Westwood / Sunset Water Trunk Line Break Update
Wednesday, 4:30 pm

As of 4pm today, LADWP crews continue their work to shut down all water flow into the area where a high-pressure water trunk line ruptured yesterday at approximately 3:30 pm. Crews will work around the clock to complete the shutoff and make repairs.

Updates as of this hour include:


· Water flow into the work area has slowed as LADWP water crews carefully work valves in the area to fully close off water to the site of the rupture. Valves are located near the break and along the two trunklines that connect at the point of a “Y” juncture where the break occurred, and connect to Stone Canyon Reservoir. Closing aged valves that operate at high pressure is a complex operation to ensure additional breaks on the lines do not occur.


· In conjunction with the valve operations, crews may also use an inflatable “balloon plug” (attached) to stop the flow of water into the work area to allow for removal of the pipe juncture without having to shut down other major water trunk lines serving LA’s Westside.


· LADWP now estimates up to 20 million gallons of water have been lost as a result of the break. This updated estimate is based on the fact that two trunk lines that meet at a juncture were involved and both were operating at high pressure. 20 million gallons is equal to approximately 4% of the City’s water use for one day.


· LADWP claims representatives were onsite today and will remain available to assist with filing a claim for damages. The process and claims form is also available on our website at www.ladwpnews.com under Hot Topics.


· Sunset Boulevard remains closed for the next 48-hours. We will be better able to estimate the duration once further progress has been made on repairs.


· LADWP thanks Westside residents and the UCLA community for their patience as we work as quickly and safely as possible to make repairs and reopen Sunset Boulevard.

UPDATED DEADLINE (8/2/14) & FORM: Beer and Wine License Application by the Bel-Air 76 Gas Station

Dear Bel-Air Neighbors,

The Moraga/Sepulveda 76 Gas Station has applied for a license to sell beer and wine at its newly constructed food mart. A notice of the application has been posted in the cashier’s window. The license is for the sale of beer and wine for off-site consumption (an “off-sale” beer and wine license). The ABC’s online licensing system’s information on the license application is available at http://www.abc.ca.gov/datport/LQSData.asp?ID=79937848.

The process to oppose this license application is to submit a “protest” to the ABC on protest form ABC-510A.

The UPDATED deadline to submit completed and signed protest forms (ABC-510A) is Saturday, August 2, 2014.

COMMUNITY ALERT!
Protect your home from Residential Burglary. A common MO that has been occurring is suspects who typically knock or ring the doorbell to verify if the resident is home. When there is no answer, the suspects enter the side or rear of the residence and force entry by smashing the window or door glass to gain entry. Suspects are targeting the master bed and bath areas of the home and removing Jewelry and small electronics.
If you are home when someone knocks on the door or rings the doorbell, announce yourself to let them know that someone is home but do not open the door unless you verify who they are and you know the person at the door.
Another Burglary trend that has been occurring is construction thefts and break ins. Items of value being targeted are construction tools, equipment, appliances and building materials. If you observe after hours suspicious activity at a construction site or major remodel location, call 911 immediately!
The Los Angeles Police Department recommends the following tips to help secure your home and harden the target.
• ALARMS: Ensure that security alarms are in good working order and set when not at home whether leaving for 10 minutes or 10 hours.
• ALARM RESPONSE: Consider a private patrol alarm response to enhance your current alarm and security system. In many cases private patrols are already contracted in many neighborhoods or associations.
• SURVEILLANCE CAMERAS: Web based surveillance camera systems will allow homeowners to view and monitor activity from any smartphone or computer which are motion sensor activated and will alert your device when there is activity. They also lend valuable information and clues to the investigation.
• MOTION SENSOR LIGHTING: Install motion sensor lighting around your home to illuminate normally dark areas around the home. This will also alert residents to outside activity around the home when motion lights are activated.
• GATES: Ensure that all gates and access points to the side or rear of the residence are locked and secured.
• DOOR AND WINDOW LOCKS: Ensure that all doors and windows are locked and secured with sturdy secured locks and that there are second locking mechanisms securing all doors and windows as a second line of defense.
• MAKE IT LOOK LIKE YOU'RE HOME…Even when you're not.
• NEIGHBORHOOD WATCH: Monitor suspicious activities in your neighborhood and alert your neighbors. Should the activity escalate to a crime about to occur, crime in progress or crime that just occurred, CALL 911 IMMEDIATELY!
• SECURITY PATROLS: Consider after hours on site security at construction sites or major remodel projects. Many neighborhoods contract with private security patrols which monitor neighborhoods and can quickly respond to burglar alarm activations or reports of suspicious activity when they occur.

UPDATE #5 - STATEMENT FROM MAYOR ERIC GARCETTI

"With the water off, our focus is now on making sure we can get our infrastructure repaired and traffic moving as soon as possible. My office is working to ensure there is careful coordination among the various city agencies that will be required to recover from this major event. They include DWP, Transportation, Sanitation, Street Services, Fire, and Police, as well as UCLA. Sunset Boulevard near UCLA will remain closed tomorrow, so commuters should plan ahead and people should avoid the area unless absolutely necessary. Commuters should check online and consider Santa Monica and Olympic as alternates. I want to thank our first responders and those who will be working around the clock to get us back to normal."

Update #4 - From the DWP

Westwood Water Main Break Shutoff Complete

LADWP crews have completed shutting off water to the 30-inch trunkline that ruptured earlier this afternoon on Sunset Boulevard, near UCLA.

Preliminary information indicates that no customers are without water and water quality was not adversely impacted.  Crews will begin work immediately to repair the 30-inch ruptured steel-riveted pipe that delivers water to the area at a high velocity from Upper Stone Canyon Reservoir.

Crews shut off three large diameter valves as quickly and safely as they could, taking care to avoid further damage due to pressure in adjacent pipes that could have lead to further ruptures if care was not taken.

Water flow through the pipe was estimated at 75,000 gallons per minute at the peak.  LADWP serves approximately 500 million gallons of water to customers each day.

Members of the public are advised to avoid the area.

Recommended traffic detours are as follows: Westbound on Sunset should go south on Beverly Glen then west on Wilshire Boulevard then back north on Veteran/Sepulveda to get around the closure. Eastbound traffic should head south on Veteran/Sepulveda then east on Wilshire Boulevard, then head north on Beverly Glen.  For access into UCLA Campus please use Westwood Boulevard.

Update #3 - From the Los Angeles Emergency Management Department

The City of Los Angeles has activated its Emergency Operations Center to a level 1 to monitor the water line break at U.C.L.A.  The Emergency Management Department is coordinating with the Los Angeles Department of Water and Power, L.A.F.D., L.A.P.D., Department of Transportation and U.C.L.A. Emergency Management.

The U.C.L.A. Medical Center is open and receiving patients.  Two parking structures at U.C.L.A. have been flooded and L.A.F.D. is conducting a sweep of the area looking for stranded individuals. L.A.F.D. has established a Command Post at Sunset and Westwood Plaza. The E.O.C will continue to monitor the situation and will issue updates as necessary.

Update #2 - Traffic and Transit Info - Sunset Blvd. Water Main Break

For drivers: Los Angeles Department of Transportation has closed Sunset Blvd at Veteran/Hilgard/Bellagio/Stone Canyon intersections

Recommended detour routes from the LA Dept of Transportation:

Westbound on Sunset should go south on Beverly Glen then west on Wilshire Boulevard then back north on Veteran/Sepulveda to get around the closure.

Eastbound on Sunset should head south on Veteran/Sepulveda then east on Wilshire Boulevard, then head north on Beverly Glen.

For access into UCLA Campus please use Westwood Boulevard.

For Metro bus riders: Temporary detour of bus lines 233 & 761.

LADWP Crews Responding to Water Main Break in Westwood

LADWP crews are currently responding to a water main break reported this afternoon at 10643 West Sunset Boulevard in Westwood. The water main is a 30-inch, 90-year-old riveted steel pipe that delivers water to the area at a high velocity from Upper Stone Canyon Reservoir.

Crews are shutting off three large diameter valves as quickly and safely as they can, taking care to avoid further damage due to pressure in adjacent pipes that could lead to further ruptures if care is not taken.

We will follow up with more information as it becomes available.  Water flow through the pipe when operational is estimated at 75,000 gallons per minute.  LADWP serves approximately 500 million gallons of water to customers each day.

Members of the public are advised to avoid the area.

Recommended traffic detours are as follows: Westbound on Sunset should go south on Beverly Glen then west on Wilshire Boulevard then back north on Veteran/Sepulveda to get around the closure. Eastbound traffic should head south on Veteran/Sepulveda then east on Wilshire Boulevard, then head north on Beverly Glen.  For access into UCLA Campus please use Westwood Boulevard.

"I am closely monitoring the situation and remain in constant contact with key city departments including the LADWP, LAFD and LAPD, along with UCLA to make sure we are leading a closely coordinated response.

Drivers will need to find alternate routes near Westwood through at least Wednesday evening


A look at some of the closures in effect after a water main break caused flooding on and around the UCLA campus. Holly Hannula reports for Today in LA on Wednesday July 30, 2014.
A section of Sunset Boulevard between Beverly Glen Boulevard and Veteran Avenue will be closed through at least Wednesday evening until the damage is repaired after a water main break that flooded the UCLA campus and surrounding area.
Beverly Glen Boulevard will be open to residents who show identification and proof of residence.
Here are the suggested alternate routes to get around the affected area:
  • Eastbound traffic on Sunset Boulevardcan head south on Veteran Avenue, then east on Wilshire Boulevard, then head north on Beverly Glen Boulevard.
  • Westbound traffic on Sunset Boulevard can go south on Beverly Glen Boulevard, then west on Wilshire Boulevard, then back north on Veteran Avenue.
Commuters may also use Santa Monica Boulevard or Olympic Boulevard as an alternative to Wilshire Boulevard to travel east or west.
"We encoruage motorists to use Santa Monica Boulevard and go as far south as Olympic Boulevard," said Aram Sahakiann, special traffic operations for the transportation department.
Those attempting to access the UCLA campus should use Westwood Boulevard.
A temporary detour is in place for Metro bus riders of bus lines 233 and 761.
