Baseline Hillside Ordinance (BHO) Amendments

Dear Bel-Air Association Members and Community,

The Los Angeles Department of City Planning recently published draft amendments to the Baseline Hillside Ordinance (“BHO”), which applies to Bel-Air, a Hillside Area. (The publication also includes draft amendments to the Baseline Mansionization Ordinance (“BMO”), which applies in areas outside of Hillside Areas.)

Key amendments include a reduction in the maximum FAR (floor area ratio), a revision to the RFA (residential floor area) exemptions, and limiting the availability of RFA bonuses. In addition, basements are now included in RFA towards the maximum RFA that is allowed (“all excavation under the footprint of the structure is proposed to be included in” RFA).
