Party Houses

Dear Bel-Air Members and Community,

Thanks to our members and community, we were informed this week of a large, late, noisy party held last Saturday night. We have contacted LAPD, our Councilmember’s office, and City Departments to learn more about this party and what can be done about other parties as they occur.

We attended our neighborhood council’s board meeting last night, where our community’s Senior Lead Officer Chris Ragsdale addressed this topic. 

Noise laws apply at all times on all days. 

But it is very important that loud parties be reported to LAPD soon as they start. 

(LAPD’s Non-Emergency number is 1-877-ASK-LAPD, or 
1-877-275-5273.) LAPD’s limited resources have higher priority calls to respond to later at night on weekends, so it could take 4 hours or more for LAPD to respond, after the parties have finished, if reports are not made earlier, when the parties first start.

Officer Ragsdale clarified that the City does not issue permits for parties. Various City departments, such as Building and Safety and the Fire Department, issue permits for structures or equipment that might be used for a party, such as tenting, staging or generators, but not for a party itself.

Please therefore call LAPD as soon as loud or otherwise disturbing parties commence. Please also continue to inform us of them so that we may try to address them with the City.

11005 Bellagio Place Haul Route Update

Dear Bel-Air Association Members and Community,

Further to our blog post on August 19, 2015 regarding this project, your 
Bel-Air Association has negotiated with and obtained from the owner of 11005 Bellagio Place the following conditions on its haul-route application:

1.    No crossing of two hauling vehicles shall be allowed in Bel Air. (Once one hauling vehicle leaves Bel Air, the next hauling vehicle may enter.) No staging or queueing of hauling vehicles shall occur within Bel Air, including onsite.
2.    All hauling vehicles must be identified by a unique placard prominently identifying the project address and prominently displayed in the front windshield of such vehicle.
3.    The hauling operations are restricted to the hours between 9:00 a.m. and 3:00 p.m. on Mondays through Fridays only. No hauling is allowed on Saturdays, Sundays or federal or state holidays. Hauling vehicles may not arrive at the site before the designated start time.
4.    All clearing, earth-moving and excavation activities shall be discontinued during periods of high winds (i.e., greater than 15 mph), so as to prevent excessive amounts of dust.
5.    All dirt/soil loads shall be secured by trimming or other appropriate means, other than watering, to prevent spillage and dust.
6.    All dirt/soil materials transported offsite shall be securely covered.
7.    General contractors shall maintain and operate construction equipment so as to minimize exhaust emissions.
8.    Trucks having no current hauling activity shall not idle but be turned off.
9.    All flagmen shall be properly trained.
10.  All flagmen shall be prohibited from smoking or consuming alcoholic beverages while on duty.
11.  All flagmen shall remove their trash from their stationed location upon being relieved of duty for any period of time.

The owner recorded these conditions in a Covenant and Agreement on October 20, 2015. A copy of the recorded C&A is below. The recorded C&A that we obtained makes the conditions enforceable against future owners, in case the ownership changes before the haul route is completed.

We were able to obtain these agreed conditions in a recorded C&A because we submitted comments within the 20-day time limit specified by the California Environmental Quality Act (“CEQA”), thereby preserving our objections to the haul route.

Environment Document Publication for 11401 Chalon Road Project

Dear Bel-Air Association Members and Community,

The Department of City Planning published a notice and negative declaration (“ND”) regarding a project at 
11401 Chalon Road. The ND sets forth the department’s analysis and finding that the project will not cause significant environmental impacts.

The project proposes additions and new construction of an additional 6,500 square feet to an existing 7,500 single-family home. 

The project also proposes a new subterranean garage with 6 parking spaces. The project seeks approval of a haul route to export 1,700 cubic yards of soil (approximately 170 round-trips of 10-wheel dump trucks).

BEL-AIR BAR AND GRILL PROJECT UPDATE



Further to our blog post on Monday (October 12, 2015), the full board of the Bel-Air-Beverly Crest Neighborhood Council will consider the Bel-Air Bar and Grill’s application to renew its conditional use permit from the City to sell alcoholic beverages at its next meeting, on October 28, 2015 at 
7:00 pm at the American Jewish University. 

The agenda for the meeting should be posted 72 hours before the meeting on the Neighborhood Council’s website, at http://babcnc.org/agendas-and-minutes/.

The Bel-Air Association joins the Federation of the Hillside and Canyon Associations

Dear Bel-Air Association Members and Community,

Your Bel-Air Association has joined the Federation of Hillside and Canyon Associations, Inc., known as the “Hillside Federation”. The Hillside Federation’s October newsletter is below. The Hillside Federation welcomes the Bel-Air Association on page 2. The Bel-Air Association’s membership brings the Hillside Federation’s membership up to 45 organizations.

The Hillside Federation was founded in 1952. It is comprised of resident organizations in the hillside areas of Los Angeles. Bel-Air Bar and Grill Project Update

The Planning and Land Use Committee of the Bel-Air
Beverly Crest Neighborhood Council will hold a hearing on the Bel-Air Bar & Grill’s application to renew its conditional use permit from the City to sell alcoholic beverages. 

(We announced the renewal application on our blog on ‎August ‎7, ‎2015.) 

The hearing will be held at the committee’s meeting on October 13, 2015 at 7:00 p.m. at the Stephen S. Wise temple.

If you are planning to attend, please RSVP, as indicated on the agenda, to council@babcnc.org, so that your name will be placed on the temple’s security gate list of guests to be allowed in.

Any motion that the committee makes at its meeting on this application will be considered by the full board of the neighborhood council at its meeting on October 28, 2015.

The neighborhood council is an official but advisory body that is affiliated with the City. It does not make the decision on the application. 

A zoning administrator within the City’s Department of City Planning will hold a public hearing in a few months and will make the official decision on the application.

1200 Bel-Air Road Hearing Tuesday, October 6, 2015 9:30 am

The Board of Building and Safety Commissioners (“BBSC”) will hold a hearing this Tuesday, October 6, 2015 at 9:30 am on the dirt-hauling application being sought for 1200 
Bel-Air Road.
