LADWP Brush Clearance and Tree Removal Update



Dear Bel-Air Association Members and Community:

It has come to the attention of the Bel-Air Association that residents have expressed some concerns in regard to the LADWP Stone Canyon Reservoir Brush Clearance and Tree Removal.

The LADWP Property Management Group has provided an update to the Bel-Air Association outlining the following efforts:

1.  LAFD has performed a thorough Brush Clearance and Tree Removal to date.

2.  LADWP conducted additional Brush Clearance to 
re-establish the Fire Break over the past few months.

3.  LADWP has had facilitated additional inspections of the trees by engaging a certified LAFD Tree Arborist and it has been determined that the remaining trees are still alive.

4.  On-going inspections will be performed over the next few weeks to determine the current condition of these affected trees.

LADWP will continue to monitor the reservoir area and update the Bel-Air Association as additional findings develop.

Happy Thanksgiving from President Ron Hudson





Dear Bel-Air Association Members and Community:

As we pause in our busy lives and reflect to gather around the Thanksgiving table this week, sharing the precious bond among family and friends, let us remember those less fortunate than us and reflect on the families living in Paris who have experienced recent trauma and personal losses on November 13, 2015 in 
Saint-Denis. 

As President, I don’t care if you own or rent your home or you live in an apartment in Bel-Air.  We are a family and we have to support and look out for each other because we are a community of diverse lifestyles and many walks of life.  Each one of us has something special to give back to the community. 

I am delighted to take this opportunity to thank our family of supportive members, Board of Directors, Land Use Team, and staff for their dedication and hard work this past year!  We couldn’t have accomplished our efforts without your support. 

In addition, I would like to thank the Bel-Air Garden Club for their generosity in assisting our “Keep Bel-Air Beautiful” flagship program in decorating the East and West Gates.

I hope as you drive in and out of Bel-Air that you will enjoy the festive d├ęcor throughout this holiday season.

Mail Thefts in Los Angeles



Dear Bel-Air Association Members and Community,

Mail theft has been increasing in Los Angeles. Mail theft rings are operating in the region.

Below is a copy of a recent Congressional Briefing regarding mail thefts that we obtained from our Congressman Ted Lieu’s office.

The US Postal Inspection Service’s briefing provides the following tips:
1.       Collect your mail from your mailbox everyday as soon as possible after it is delivered. Do not allow mail to accumulate, even in a locked mailbox.
2.       Deposit outgoing mail into blue collection boxes before the final pick up of the same day of deposit. Check the pick-up schedule posted on the box to ensure your mail will not sit in the box overnight or over the weekend. (Thefts have included fishing into blue collection boxes.)
3.       When expecting packages to be delivered, monitor tracking at https://www.usps.com, so that you know when to expect your shipment. A new U.S. Postal Service feature provides email and text alerts to notify customers of package delivery—sign up at https://my.usps.com.
4.       Immediately report any suspicious activity to local police.

11401 Chalon Road Haul Route and Project Update

Dear Bel-Air Association Members and Community,

Further to our blog post on October 23, 2015 regarding this project, your Bel-Air Association has negotiated with and obtained from the owner of 11401 Chalon Road the following conditions on its haul-route and construction project:

1.   No crossing of two hauling vehicles shall be allowed in Bel Air. (Once one hauling vehicle leaves Bel Air, the next hauling vehicle may enter.)
2.   All hauling vehicles must be identified by a unique placard prominently identifying the project address and prominently displayed in the front windshield of such vehicle.
3.   The hauling operations are restricted to the hours between 9:30 a.m. and 2:00 p.m. on days when The John Thomas Dye School is in session, and between 9:00 and 3:30 p.m. on days when The John Thomas Dye School is not in session. No hauling is permitted on Saturdays, Sundays or holidays. Hauling vehicles may not arrive at the site before the designated start time. On days when the John Thomas Dye School is in session, all dirt-hauling trucks shall access the site (both to and from the site) only from Bellagio Road via Chalon Road, and not via Linda Flora Drive, so as to minimize their transit along the school’s property and eliminate their transit through the crosswalk between the school’s campuses.
4.  All clearing, earth-moving and excavation activities shall be discontinued during periods of high winds (i.e., greater than 15 mph), so as to prevent excessive amounts of dust.
5.  All dirt/soil loads shall be secured by trimming or other appropriate means to prevent spillage and dust.
6.  All dirt/soil materials transported offsite shall be securely covered to prevent excessive amounts of dust.
7.  General contractors shall maintain and operate construction equipment so as to minimize exhaust emissions.
8.   Trucks having no current hauling activity shall not idle but be turned off.
9.   The only permitted dirt-hauling vehicles shall be 10-wheel dump trucks.
10.  No staging or queueing of hauling vehicles shall occur in Bel-Air, except that a maximum of 2 hauling vehicles may be staged onsite at any given time.
11.  All concrete trucks shall access the site (both to and from the site) only from Bellagio Road via Chalon Road, and not via Linda Flora Drive, so as to minimize their transit along the school’s property and eliminate their transit through the crosswalk between the school’s campuses.
12.   All flaggers shall be properly trained, not construction workers taken from a job site and just given a vest and handheld traffic sign.
13.   All flaggers shall be prohibited from smoking or consuming alcoholic beverages while on duty.
14.   All flaggers shall remove all of their trash from their stationed location upon being relieved of duty for any period of time.

The owner recorded these conditions in a Covenant and Agreement on November 20, 2015. A copy of the recorded C&A is below. The recorded C&A that we obtained makes the conditions enforceable against future owners, in case the ownership changes before the haul route and construction are completed:

We were able to obtain these agreed conditions in a recorded C&A because we submitted comments within the 20-day time limit specified by the California Environmental Quality Act (“CEQA”), thereby preserving our environmental objections to the project (haul route and construction). We also worked these conditions out with The John Thomas Dye School.

AT&T Trenching and Boring on Bellagio Road from Cascada Way to Acanto St. and Sepulveda Blvd. until December 18, 2015

Dear Bel-Air Association Members and Community,

AT&T’s contractor JM Communications has begun trenching and boring work on Bellagio Road near Cascada Way, where they are currently working, to Acanto Street and Sepulveda Boulevard. JM’s notice of the work is below.

The work is to install telephone conduit. 

The work is estimated to be completed by 
Friday, December 18, 2015.

The majority of work will be performed from 9:00 am to 3:30 pm on weekdays, and 8:00 am to 6:00 pm on Saturdays. They will be using heavy machinery, such as backhoes and dump trucks. They will be jackhammering and saw-cutting the asphalt. There will be temporary no parking in the work areas.

Please drive with caution and be on the lookout for the flag attendants with stop signs, particularly around the steep, blind curves on Bellagio Road.

Field Visits with City and Verizon Engineers at Proposed Cell Tower Sites on Stone Canyon Road


Dear Bel-Air Association Members and Community,

We have been working with our members, other residents, the City's Bureau of Engineering and Verizon Wireless' contractor (Cable Engineering Services) on the proposed sites for cell towers along Stone Canyon Road. 

We met with all of them at the proposed sites on Wednesday of this week. 

Shown above is a picture with CES' RF (radio frequency) engineer, CES' Rob Searcy, Bureau of Engineering's 
Jeff La Dou, and your Bel-Air Association's Director and Corporate Secretary Bruce Kuyper meeting at one of the sites.

At the proposed site at Bellagio Road and Stone Canyon Road, a member who resides nearby joined us and we were able to have the site moved to where it obstructs his view less.

We are continuing to work with the City, CES and other members and residents to try to similarly reach agreements on less obstructive locations.

HIGH WINDS EXPECTED AGAIN -- WATCH OUT FOR DOWNED TREES!



Dear Bel-Air Association Members and Community,

The National Weather Service has issued another Red Flag Warning (high fire danger) for this evening through early Sunday evening, forecasting gusty northeast winds and low relative humidity. The NWS has also issued a Wind Advisory, forecasting moderate Santa Ana winds tonight through Saturday.

Please be extra careful in our Very High Fire Hazard Severity Zone and watch out for downed trees. Below is a picture of the remains of a large Eucalyptus tree that fell and blocked Glenroy Avenue easier this week. Nonnative Eucalyptus trees are well known for falling during wind events. We worked closely and urgently with the City's Bureau of Street Services to have this removed as soon as possible.

10710 Chalon Road Planning Department Application

Dear Bel-Air Association Members and Community,

The owner of 10710 Chalon Road filed an application on November 6, 2015 with the Department of City Planning for the following entitlements:

1.       A Zoning Administrator’s Adjustment to allow a rear-yard setback of 9 feet, 5-1/4 inches in lieu of the 10 feet required for a proposed tennis court, and to have a court surface more than 2 feet above adjacent natural grade within the required rear-yard setback; and

2.       A Zoning Administrator’s Adjustment to allow the portions of the court which have a court surface greater than 6 feet above adjacent natural grade to be located less than 50 feet from the property line.

Verizon Cell Tower Proposed at 151 Stone Canyon Road

Dear Bel-Air Association Members and Community,

The City’s Bureau of Engineering recently approved the installation of a 27-foot high Verizon cell tower in the public right-of-way at 151 Stone Canyon Road. One of our members filed an appeal of the approval. We submitted a letter in support of the appeal on Wednesday.

A copy of our letter supporting the appeal is below. A copy of the City’s Notice of Determination regarding its approval is also below.

The appeal will be scheduled for hearing before the City’s Board of Public Works at an upcoming meeting. The Board of Public Works usually meets at City Hall on Mondays, Wednesdays and Fridays at 10:00 a.m.

Baseline Hillside Ordinance (BHO) Amendments

Dear Bel-Air Association Members and Community,

The Los Angeles Department of City Planning recently published draft amendments to the Baseline Hillside Ordinance (“BHO”), which applies to Bel-Air, a Hillside Area. (The publication also includes draft amendments to the Baseline Mansionization Ordinance (“BMO”), which applies in areas outside of Hillside Areas.)

Key amendments include a reduction in the maximum FAR (floor area ratio), a revision to the RFA (residential floor area) exemptions, and limiting the availability of RFA bonuses. In addition, basements are now included in RFA towards the maximum RFA that is allowed (“all excavation under the footprint of the structure is proposed to be included in” RFA).

Tione Project Update

Dear Bel-Air Association Members and Community,

Since our October 20, 2015 blog post, we have learned that the Tione Road properties (911 Tione Road and 865 Stradella Road) were sold in July 2015 to a developer, 
Jay Belson. 

Mr. Belson is applying to build a 25,000 square-foot residence and an 11,000 square-foot residence on the properties. His webpage with renderings is at: http://jaybelson.com/tione.html.

His applications for the project include a request for 2 haul routes, one of 6,750 cubic yards (approximately 675 dirt-hauling truck roundtrips), and another of 3,200 cubic yards (approximately 320 dirt-hauling truck roundtrips). Although this is smaller than the dirt hauling from the 944 Airole Way project, this is another substantial project that will impact the same Bel-Air residents on Stradella Road, Sarbonne Road, and below.

We will continue to monitor this project and keep you updated.
